After two years of global disruption in education caused by the COVID-19 pandemic, Education Minister Stephen Lecce has introduced Ontario’s Learning Recovery Action Plan. The plan is designed to help students who have been struggling in school catch up and get back on track. It invests heavily in tutoring support and includes summer learning, a focus on reading, math and other foundational skills, as well as targeted initiatives intended to address unique barriers that some students may face. This will help bridge students’ learning gaps, support academic success, and focus on overall mental health and wellness. Ontario’s plan is based on the latest scientific evidence and will provide Ontario students with the resources they need to succeed.
As part of the Learning Recovery Action Plan, the Ontario government is making a significant investment of over $176 million in tutoring services to help students recover from the impact of educational gaps caused by the COVID-19 pandemic. This funding will provide opportunities for small group tutoring services offered outside of school hours, on weekends, through the summer, and at other times and places that are culturally and community appropriate.
These investments in tutoring services will focus on supporting learning recovery in reading and math skills as these were recognized as the two subjects most impacted through the pandemic.

Through engaging and innovative programs, we help children focus on the foundational concepts (number sense, operational sense, algebraic reasoning, and proportional reasoning). By fully understanding these critical concepts, children will develop the base fundamentals of mathematics and be able to thrive in mathematics by applying newly discovered techniques.
Ontario students have consistently been among the top performers in math, reading, and science, as demonstrated in the Pan-Canadian Assessment Program results. The investments from Ontario’s Learning Recovery Action Plan will help to preserve the province’s competitive advantage and help to ensure students have the skills they need their future as they recover from the impacts of the COVID-19 pandemic.
